The former Brooks TLC Hospital will relocate from 529 Central Ave, Dunkirk, NY, to a newly constructed hospital at 412 East Main Street, Fredonia, NY. The new Fredonia location will provide enhanced access to all Northern Chautauqua County residents; new technology; medical exam, consultation and treatment space; and a helipad for emergency transfers, ensuring a higher level of care.

Certificate of Need (CON) and Health Equity Impact Assessment (HEIA)
A New York State Certificate of Need (CON) is a regulatory process in New York State that requires healthcare providers to obtain state approval before establishing or expanding certain healthcare facilities and services. The purpose of the CON program is to ensure that new healthcare services are necessary and to prevent the duplication of services. Health Equity Impact Assessment (HEIA) is a new requirement for certain projects that also require a CON.
