This page publishes public notices from Kaleida Health, including upcoming public meetings, proposed service changes, and documents filed in accordance with New York State regulatory processes.

New Northern Chautauqua County Hospital

The former Brooks TLC Hospital will relocate from 529 Central Avenue, Dunkirk, NY, to a newly constructed hospital at 412 East Main Street, Fredonia, NY. The new Fredonia location will provide enhanced access for all Northern Chautauqua County residents, new technology, additional medical exam, consultation and treatment space, and a helipad for emergency transfers, ensuring a higher level of care.

Public meetings

The purpose of each meeting is to provide information about a proposed change and to receive comments from the public. Kaleida Health and the New York State Department of Health will accept comments submitted in writing at the meeting, and by mail or email within one week following the meeting. A public meeting will be held regarding the proposed closure of the Gundlah Dental Center, pending New York State Department of Health approval. The meeting will take place Friday, March 27 from 1 to 2 p.m. at the Gundlah Dental Center, 623 Main Street, Olean, NY 14760.

A virtual Webex option is available for those who cannot attend in person.

A public meeting will be held regarding the proposed temporary closure of radiation therapy services at the Mildred Milliman Radiation Medicine Center, pending New York State Department of Health approval. The meeting will take place Monday, January 26 from 1 to 2 p.m. at the Mildred Milliman Radiation Medicine Center, 1415 Buffalo Street, Olean, NY 14760.

A public meeting will be held regarding the proposed bed reduction in the Buffalo General Medical Center Medical Rehabilitation Unit, pending New York State Department of Health approval. The meeting will take place Thursday, February 19 from 10:30 to 11:30 a.m. at Buffalo General Medical Center, Swift Auditorium, 100 High Street, Buffalo, NY 14203. Use the main entrance and check in at the front desk. Please have identification available.

A public meeting will be held regarding the proposed closure of the Buffalo General Medical Center Ear, Nose and Throat Clinic. The meeting will take place Thursday, November 6 at 8:30 a.m. at Larkin at Exchange, 726 Exchange Street, Room 339, Buffalo, NY 14210. Use the east entrance and take the elevators in the east entrance lobby, near Tim Hortons.

A public meeting will be held regarding the proposed closure of the Family Planning Center. The meeting will take place Wednesday, September 24 at 4:30 p.m. at Larkin at Exchange, 726 Exchange Street, Welcome Center 3rd Floor, Buffalo, NY 14210. Use the east entrance and take the elevators in the east entrance lobby.

A public meeting will be held regarding the proposed closure of the Millard Fillmore Surgery Center. The meeting will take place Monday, September 22, 2025 at 2 p.m. at 1542 Maple Road, Suite 25, Williamsville, NY 14221.

Certificate of Need and Health Equity Impact Assessment

A New York State Certificate of Need (CON) is a regulatory process that requires healthcare providers to obtain state approval before establishing or expanding certain healthcare facilities and services. Its purpose is to ensure that new healthcare services are necessary and to prevent the duplication of services. A Health Equity Impact Assessment (HEIA) is a requirement for certain projects that also require a CON.
